Personal Profile
An Internal Management Consultant - currently managing a sustainability project to design a cross-government implementation programme to increase the use of biomass fuel and waste for heating and power. Particular areas of interest: government procurement, sustainable energy, the role of the regions, skills and training.
Significant achievements include:
q Organised multi-disciplinary teams of experts across Whitehall, analysing the impact of environmental regulation on innovation, undertaking a series of sustainability projects, including examining the implementation of the Integrated Pollution Prevention and Control (IPPC) Directive on the reduction of emissions.
q Disseminated the results of the environmental regulation projects, running a one day workshop attended by the Science and Innovation Minister, Lord Sainsbury, with presentations from myself, Cabinet Office, Environment Agency and the European Commission, for business leaders, industry associations and across government, forming the basis of a very useful government-business network.
q Devised and facilitated a cross-departmental strategy session for forty leading officials, reviewing how DTI innovation and sustainable development strategies could develop synergies, resulting in a powerful workshop that generated multiple lines of new work.
q As Head of Secretariat to the Foresight Energy and Natural Environment panel, enabled leaders in sustainability from industry, academia, government and NGOs to develop ideas about environmental challenges facing the UK beyond normal commercial timescales. Developed scenarios subsequently used in the Cabinet Office Energy Policy Review. Produced publications on energy and environmental issues, including a forward-look at UK energy requirements to 2050.

Managing a cross-departmental project to draw up the government's response to the report of the Biomass Task Force, which was led by Sir Ben Gill. Negotiating with cross-government committees, central departments, Regional Development Agencies and others to put into place a robust programme to implement the Task Force recommendations.
q Particular responsibility for work streams on government procurement, regional targets for carbon-saving and skills and training.

Seconded to the Review of the Coal Health Compensation Schemes |
Announced by the Energy Minister in July 2005, the review was led by retired senior civil servant Stephen Boys Smith CB. We examined the administration, integrity and safeguards against fraud of the scheme (expected to cost more that £7.5 billion) to compensate coal miners who suffered lung disease and vibration-induced illness.
Responsible for overall project management, interviewing key stakeholders, researching and writing sections of the report (published November 2005).
q Interviewed judges, journalists, politicians, medical consultants, officials, administrators and others.
q Managed progress of project.
q Wrote key sections of the report, given to the Minister in early November.

Responsible for running a cross-Whitehall programme of projects to examine how environmental regulation impacts on innovation. Total team membership twelve, from four departments, with a programme budget (excluding salaries and administration) of £150k.
q Projects included an examination of how the Integrated Pollution Prevention and Control (IPPC) Directive drives innovation, an investigation of the potential for the eco-design of future televisions and the history of controls on vehicle exhaust emissions.
q Ran a successful workshop at which the Science and Innovation Minister, Lord Sainsbury, spoke. Presentations were also given by Cabinet Office, the Environment Agency, the European Commission and myself. Attendees came from business, industry associations and across government. The meeting has formed the basis of a very useful government-business network.
q Devised and facilitated a cross-departmental strategy session for forty leading officials. Looking at how the DTI innovation strategy and the government sustainable development strategy could develop synergies, the workshop was very productive and resulted in several new lines of work.

Responsible for writing project proposals, leading consultancy projects and speaking and writing on ways for organisations to improve the management of their relationships with other businesses.
q As lead consultant in a project for a High Street bank I developed ideas for improving the bank’s relationships with its insurance providers. I interviewed senior managers in major insurers and produced and analysed a staff survey for the bank and its main partner. As a result the companies looked at ways to achieve a better match between their organisational structures & cultures.
q Ran a project to encourage small businesses to use e-commerce. Working with clusters of suppliers and their large customers, I helped the SMEs to develop practical approaches to e-business – such as electronic orders, departmental budgeting, on-line catalogues and monthly invoicing.
q Working with a team of procurement directors from blue chip companies, I researched, edited and wrote important sections of an influential PSL publication on the future of purchasing and supply to 2010.
